INSPECTION OF PASSENGERS AND BAGGAGE/LUGGAGE



Reports have been reaching the Board that the incidence of robbery/hold-ups has become rampant on public utility vehicles particularly those plying the north and south routes thus posing hazards to the life and limb of the commuting public.

Reports indicate that the perpetrators of this criminal act employ a simple modus operandi; that is, they board public utility buses on terminals/stations under the guise of regular paying passengers.

As preventive measures to curb the occurrence of such malicious and injurious activity, the Board hereby orders all operators of public utility buses (PUB) of all types traversing a distance of more than 100 kilometers to perform and do the following acts, to wit:

1.       To adopt a system of inspection on all passengers including their baggage/luggage prior to boarding and conduct a rigid check for deadly weapons that includes but is not limited to firearms, explosives, knives of three or more inches in length and the likes.

2.       To define and specify a system of boarding and alighting of passengers on a designated terminal in a city/municipal/ barangay proper.  No boarding and alighting shall be allowed on an uninhabited place.

This Memorandum Circular takes effect immediately.
