ONE YEAR MORATORIUM ON THE ISSUANCE OF NEW COMMERCIAL FISHING VESSEL AND GEAR LICENSE (CFVGL)
In line with the Memorandum of Agreement entered into between the Maritime Industry Authority (MARINA), Philippine Coast Guard (PCG), National Telecommunications Commission (NTC) and the Bureau of Fisheries and Aquatic Resources (BFAR) signed on June 15, 2004, and to harmonize the implementation of Fisheries Administrative Order No. 223 with the policies, systems and procedures in the acquisition of fishing vessels all operators/owners of commercial fishing vessels and all concerned are hereby notified/advised of the one-year moratorium imposed on the issuance of CFVGL as prescribed under Section 2 of the Fisheries Administrative Order No. 223 issued by the BFAR on December 29, 2003 which provides:

"Section 2. Moratorium on the Issuance of New Licenses. - In order to maintain the current level of fishing effort in Philippine waters during the inventory process and to facilitate the establishment of a computerized commercial fishing vessel and gear register, a one-year moratorium on the issuance of new licenses will be put into effect from July 22, 2004 to July 22, 2005 xxx."
