GRANTING CAREER SERVICE OFFICER RANK TO GRADUATES OF MASTER IN PUBLIC SAFETY ADMINISTRATION OF THE PHILIPPINE PUBLIC SAFETY COLLEGE AND OTHER RELATED PURPOSES



WHEREAS, the Philippine Public Safety College (PPSC) was established pursuant to Section 66 of Republic Act 6975, otherwise known as the "Department of Interior and Local Government (DILG) Act of 1990", to serve as the premier educational institution for the training, human resource development and continuing education of all personnel of the Philippine National Police (PNP), the Bureau of Fire Protection (BFP) and the Bureau of Jail Management and Penology (BJMP);

WHEREAS, in conformity with its mandate, the PPSC, as authorized by the Board of Trustees and implemented in DILG Training Directive No. 001, series of 1994, has offered through its National Police College a one year course leading to a Master's Degree in Public Safety Administration (MPSA);

WHEREAS, the PPSC Masteral Program is with the full concurrence and cognizance of the Commission on Higher Education;

WHEREAS, the pre-qualification requirements for admission, as well as the Program of Instruction (POI) for the Master's Degree in Public Safety Administration fully satisfy the training and pre-qualification requirements for appointment to the Career Executive Service, similarly granted to the graduates of Master in National Security Administration of the National Defense College of the Philippines pursuant to Executive Order No. 696, series of 1981, as amended in Executive Order No. 771, series of 1982;

NOW, THEREFORE, I, FIDEL V. RAMOS, President of the Republic of the Philippines, by virtue of the powers vested in me by law, do hereby order:

SECTION 1.       Grant of Rank. - Graduates of Master in Public Safety Administration (MPSA) of the Philippine Public Safety College, belonging to the government service shall be granted the rank of CESO VI with the corresponding salary grade of 25 and other privileges in the Career Executive services.

SECTION 2.       Preference in Promotion. - They shall also be given preference in promotion to existing vacant positions, as well as assignments to higher responsibilities, particularly those involving policy administration in the Public Safety Services.

SECTION 3.       Repealing Clause. - All executive orders, administrative orders, proclamations, rules and regulations or parts thereof that are in conflict with this Executive Order are hereby repealed or modified accordingly.

SECTION 4.       Effectivity Clause. - This Executive Order shall take effect immediately.
