BOARD FOR DECK OFFICERS



Pursuant to Section 18 (a), (b), (c), and (d) of Presidential Decree No. 97: œTHE PHILIPPINE MERCHANT MARINE OFFICERS LAW , and Section 6 (a) of Presidential Decree No. 223, as amended, the Board for Deck Officers hereby adopts the Revised Rules for Continuing Professional Education (CPE) for Deck Officers in the Philippines.


I
Introduction



A.        Definition

Continuing Professional Education (CPE) for Registered Marine Deck Officers is defined as Education and Training beyond the basic preparation for the profession. The CPE has this scope: Shipboard Management, Nautical Science Practice, Maritime Administration, Teaching and Research.

B.        Objective

To upgrade and enhance shipboard technical and managerial knowledge, skills, expertise, and competence and the moral and ethical qualities of every Marine Deck Officers as well as the standards of the profession.

C.        Responsibilities

For the interest and welfare of the public and the standard and reputation of the profession, it behooves every Marine Deck Officers to continually hone his competence and nurture his moral and ethical traits through formal or informal education with the latest trends involving the profession.

II
Evaluation and Accreditation Committee

A.        Composition

An Evaluation and Accreditation Committee (EAC) shall be composed of Master Mariners representing various sectors of the Maritime Industry.

Chairman: The Chairman of the Board for Deck Officers

Vice Chairman/Secretary: President of the duly PRC accredited Marine Deck Officers Association

Members: Representative of Conference of Maritime Manning Agencies (COMMA)

Representative of Filipino Association for Mariner ™s Employment, Inc. (FAME)

Representative of Filipino Shipowners ™ Association (FSA)

Representative of Philippine Association of Manning Agencies & Ship Managers, Inc. (PAMAS)

Representative of Philippine Association of Maritime Institutions (PAMI)

The term of office of the members shall be co-terminus with the Chairman of EAC.

B.        Functions

1.         Process, evaluate and issue certification for license revalidation or renewal.

2.         Adopt rules and regulations to implement the objectives of PRC Resolution No. 118.

3.         Coordinate periodically with PRC on numbers of renewed or revalidated licenses.

4.         Accredit course, contributions, or programs for CPE units upon request of professional outside organizations.

5.         Review and revise guidelines for CPE every three (3) years, or even earlier, if necessary.

6.         Perform other functions and duties as may be necessary to effectively implement the objectives of the CPE.

C.        Staff and Office

The Committee may maintain a staff and office headed by the Vice Chairman of the Committee to administer its functions and may charge reasonable fees for the accreditation of program/activities as well as for the certification of CPE credit units.

E.        Maritime Correspondence Courses and In-house Shipboard Training Programme

1.         Successful completion of Maritime Correspondence Course/Distance Education shall be credited a maximum of 10 units.

2.         In-house Shipboard Training Program for promotion to licensed rank shall earn a maximum of 10.0 units.

NOTE: 1. Through any of the foregoing courses, activities and programs, every Marine Deck Officers shall earn CPE credit units in the light of the criteria or standards or parameters imposed by EAC.

2.            CPE units shall be credited only once every renewal of PRC ID.

3.            PRC Regulations/Resolutions shall apply to all those who have not practiced their profession.

IV
Total CPE Units Creditable for Compliance with the Renewal of Professional License

Total CPE units credited for each category of License are cumulative and should be as follows:

Those renewing their professional license in December 1994, December 1995, and December 1996 shall present at least 30%, 60% and 100% of the required CPE units.

V
Exemptions

1.         Sixty (60) years old or above, other than those who will continue sea service.

2.         Retirees from the Armed Forces of the Philippines, other than those who will continue sea service.

3.         Past and incumbent Chairman and Members of the Board for Deck Officers, unless returning to sea service.

VI
Sanctions

Every Marine Deck Officer, unless exempted, shall earn the necessary CPE units as requirement for the renewal of his professional license.

His non-renewal thereof on the expiry date, or immediately thereafter, shall not only hold himself liable for a surcharge but also for administrative disciplinary action by the Board and/or criminal action if he practices his profession in spite of the invalidity of his professional license.

VII
Repealing Clause

Board Resolution No. 4 (Series of 1986) and Board Resolution No. 20, series of 1991 are hereby modified and/or repealed; and all rules, regulations, guidelines, policies of the Board and the Commission that are in conflict with any provision of the herein Resolution shall likewise be and are hereby repealed and/or modified.


VIII
Effectivity



The herein Resolution, upon approval by the Commission, shall take effect after fifteen (15) days following the completion of the publication in full thereof in the Official Gazette or any newspaper of general circulation.
