CONVERSION TO FILCAB SERVICE
The Board has received reports that numerous public utility vehicle (PUV) operators who have received certificates of public convenience for the operation of mega taxis, shuttle, garage or vehicles for hire are actually operating their units from one fixed point to another, charging their passengers on a per head basis. This kind of operation is similar if not exactly the same as that of the Filcab service.
In order to legitimize the operations of these operators, there is a need to allow them to convert their franchise to Filcab service.
WHEREFORE, in view of the premises, the Board hereby resolves to allow existing holders of certificates of public convenience (CPC) to convert their CPC's to Filcab service provided the following requirements are met, to wit:
This Memorandum Circular shall take effect fifteen (15) days after the filing of (3) copies hereof with the U.P. Law Center, in accordance with the Presidential Memorandum Circular No. 11, dated October 9, 1992, and any or all issuance's inconsistent herewith are hereby modified accordingly, superseded and or/revoked.

- Payment of the required fees
- Terminal as provided for in Memorandum Circular No. 97-011
- Proposed route as may be approved by the Board
- The conversion shall only be for the remaining period of validity of the CPC
- The vehicle used by the operator must be compatible for use as Filcab service as provided for in DOTC Department Order No. 97-1097 and LTFRB Memorandum Circular No. 97-011
