AMENDMENT TO THE RULES: SECTION 8.3 P - ORDINARY APPEAL
Please be informed that the PHILRACOM Board in its meeting held on January 11, 2002, after due deliberation resolved to amend SECTION 8.3P of the Horseracing Rules and Regulations, which will now read as follows:
"SECTION 8.3P Ordinary Appeal. - The decisions, orders, or ruling of the Board of Stewards shall be immediately executory. They shall become final unless an appeal is made to the Racing Club management, thru its Chief Executive or Operating Officer or Racing Manager, within three (3) working days from knowledge of such decisions, orders or rulings.

The Racing Club management may adopt its own internal procedures on the appeal consistent with the requirements of the due process of law. The decisions, orders or rulings which should be rendered not more than three (3) working days from the submission of the evidence or case by the aggrieved party shall be personally signed by the Chief Executive or Operating Officer or Racing Manager, as the case may be. Request or motion for reconsideration of the decisions, orders or rulings of the Chief Executive or Operating Officer or Racing Manager shall not be allowed.

Provided, further that any decision, orders, rulings of the Board of Stewards with penalty/suspension of more than two (2) weeks shall immediately be executory. Penalty/suspension of two (2) weeks or less if appealed, shall be stayed until the three (3) working day period allowed for the Racing Club to dispose of cases, shall have lapsed. However, cases disposed of by the Clubs before the three (3) working day period affirming a penalty/suspension imposed by the Board of Stewards shall immediately be executory.

This rule shall take effect fifteen (15) days after publication.
