In order to foster better implementation of the Passenger Service Rating System (PSRS), Sec. X of M.C. No. 125 is hereby amended with the transition period provided therein to become effective until 20 September 1999. After such date, the PSRS shall be officially implemented as provided for in the said Circular.

It is understood that all other provisions of M.C. no. 125 shall remain in full force and effect.
