WHEREAS, Proclamation No. 234 dated 15 August 2002, excluded a portion of Five Hundred Thousand (500,000) square meters from the National Bilibid Prison Reservation in Brgy. Poblacion, Muntinlupa City as socialized housing site for Muntinlupa informal settler families living in danger areas;

WHEREAS, the said proclamation created a Local Interagency Committee (LIAC) for purposes of formulating and adopting the implementing guidelines for the proper disposition of the property;

WHEREAS, there is a need for the National Housing Authority to have legal jurisdiction over the property, vesting it with legal personality to enter into agreement with other entities for site/housing development;

NOW, THEREFORE', I, GLORIA MACAPAGAL ARROYO,
President of the Philippines, by virtue of the powers vested in me by lawI do hereby order that Proclamation No. 234 be amended as follows:

The Five Hundred Thousand square meters (500,000) excluded from the National Bilibid Prison Reservation in Brgy. Poblacion, Muntinlupa City shall be utilized for mixed-use development under the administration of the National Housing Authority.

The Housing and Urban Development Coordinating Council and the City Government of Muntinlupa shall jointly formulate plans for the housing project and formulate and adopt the implementing guidelines for the proper disposition of the property.

The National Housing Authority shall be the implementing agency for the housing project.

All issuances, rules and regulations inconsistent herewith, are deemed repealed or modified accordingly.
