DIRECTING THE OPERATIONALIZATION OF THE MINERAL ACTION PLAN FOR MINERAL RESOURCES DEVELOPMENT



Pursuant to Executive Order (EO) No. 270, dated January 16, 2004, as amended, the Department of Environment and Natural Resources (DENR) was directed to take the lead in the preparation of the Minerals Action Plan (MAP) in consultation with other agencies concerned and stakeholders.

Guided by EO No. 270, as amended, and after an extensive consultation, the MAP was formulated.

In the light of the foregoing, the operationalization of the MAP is hereby ordered, and all heads of departments, chiefs of bureaus and offices-instrumentalities of the national and local governments, and others concerned shall be guided by the following directives:


  1. The DENR shall oversee and monitor the operationalization of the MAP.  For this purpose, the DENR shall provide the coordinating and monitoring mechanisms for the MAP's implementation.  It shall mobilize all its bureaus and attached agencies, as may be necessary, to attain this goal.
  2. All government departments, agencies and instrumentalities, such as but not limited to, the Department of Trade and Industry, Department of the Interior and Local Government, Department of Finance, National Economic Development Authority, National Anti-Poverty Commission and National Commission on Indigenous Peoples, are hereby directed to provide priority support in the implementation of the MAP.
  3. The DENR shall coordinate with the minerals industry, the local government units, civil society and other business sectors concerned in operationalizing the MAP.  Stakeholders are hereby enjoined to adopt and implement the guiding principles and strategic directions provided under Executive Order No. 270, as amended.
  4. The DENR, in coordination with the Department of Finance, Department of Budget and Management and the National Economic and Development Authority, shall identify funding sources in implementing and monitoring of implementation of the MAP.
