DOCUMENTARY REQUIREMENTS FOR INITIAL REGISTRATION OF VEHICLES
Consistent with RA 8749 An Act Providing for the Comprehensive Air Pollution Control Policy and For Other Purposes otherwise known as the Philippine Clean Air Act and its Implementing Rules and Regulations which took effect 25 November 2000, and pursuant to the LTO-Information Technology Project the following documentary requirements are to be presented before the initial registration of vehicles described hereunder are allowed:
1. For New Vehicles
This Order shall take effect immediately. Item 3 however, shall only be effective upon the completion of the LTO -IT Project in the subject Region.
All circulars, orders, memoranda in conflict herewith are superseded.

1. For New Vehicles
A Certificate of Conformity (COC) issued by the Department of Environment and Natural Resources (DENR) reflecting thereat the vehicle conformity to Vehicle Emission Standard.2. For Second-Hand Vehicles Imported Into the Country and Rebuilt Vehicles
A Certificate of Compliance to Emission Standard (CCES) to be issued by the Department of Transportation and Communications (DOTC) on a basis of a roadworthiness inspection including emission test by the Motor Vehicle Inspection System (MVIS) pending the development of the Motor Vehicle Type Approval System.3. The CONFIRMATION CERTIFICATE OF DEALERS shall no longer be required from all vehicles submitted for initial registration. However, as per RA 4136, a copy of dealer s sales report shall be submitted and authenticated by the Land Transportation Office (LTO) personnel as evidenced by a stamped RECEIVED sign at the duplicate copy of the Dealers Report and which is duly counter signed by an authorized LTO personnel before distributing the same to the owner of the subject vehicle.
