IMPLEMENTATION OF REGULATION I/9 OF THE 1978 STCW CONVENTION AS AMENDED, ON THE ELECTRONIC VERIFICATION OF THE AUTHENTICITY OF THE SEAFARERS' CERTIFICATES



WHEREAS, the Maritime Training Council (MTC) created under Letter of Instruction Nos. 1404 is mandated to give full effect to the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers:

WHEREAS, pursuant to Regulation I/9 of the 1978 STCW Convention, as amended in 1995, the MTC, the focal agency in the implementation of the revised STCW Convention shall establish a central website for the verification of the seafarers' certificates;

WHEREAS, the MTC has designed and established a website that is linked to each of the COUNCIL MEMBERS' website with full responsibility to maintain and secure their respective databases.

NOW THEREFORE, for and in consideration of the foregoing, the member agencies hereby agree to the following terms and conditions:

1. COUNCIL MEMBERS shall ensure the integrity and security of the data in their respective database and website.

2. COUNCIL MEMBERS shall assume responsibility in maintaining their links, updates and the regular monitoring of data in the website.

3. COUNCIL MEMBERS shall be held accountable for any misinformation or inconsistencies on electronic records including any liability that may arise in connection therewith.
