CANCELLATION OF CERTIFICATES OF PUBLIC CONVENIENCE OF TAXI UNITS WHOSE OPERATORS FAILED TO AVAIL OF THE REGIONAL LTFRB BOARD'S DECISION TO CALIBRATE, TEST AND SEAL TAXI METERS
This Regional Board, on 12 November 2004, issued a consolidated decision increasing the fare rates of taxis with the line Baguio City, or La Trinidad, to any point in the Cordillera Administrative Region (CAR). To implement this decision, this Board informed the public, specially the taxi operators through tri-media announcements, that to avail of the fare increase, the taxi meters of all authorized taxi units must be calibrated and tested/sealed starting on the 8th to 21st of December 2004.
The deadline was extended to December 22, 23, 28 and 29, 2004, and again to January 03 to 08, 2005, to accommodate the taxi operators who were not able to comply in December 2004. However, despite the extensions announced, a significant number of taxi operators failed to comply with the requirements of calibration and testing/sealing, including other conditions set in the Order to avail of the fare increase.
In view of the above, all taxi operators are hereby given another week to have their taxi meters be calibrated and tested/sealed starting on 01 February, 2005 to 08 February 2005, upon payment of a fine in the amount of two thousand five hundred (P2,500.00) pesos. All concerned taxi operators are hereby advised to avail of this new deadline and comply with all conditions set by this Board. Otherwise, their Certificates of Public Convenience (CPC) shall be deemed cancelled and/or revoked.
The Records Officer of the LTFRB in CAR is hereby ordered to submit an inventory listing of all existing taxi CPCs. Based on this inventory, the difference between the existing number of authorized taxi units as against the number of units calibrated, shall be the number of taxi units to be opened for new CPC applications. Acceptance of applications resulting thereof shall commence from April to December of this year. Operators with cancelled and/or revoked CPC due to failure to comply with this Memorandum Circular shall also be banned from re-applying for CPC for at least three (3) years from 2005 to 2008.
This Regional Board Circular shall take effect immediately, following the filing of three (3) copies hereof with the UP Law Center, pursuant to Presidential Memorandum Circular No. 11, dated 09 October 1992 and upon confirmation/approval of this Circular by the LTFRB Central Office Board.
