WHEREAS, there is a need to identify the responsible entities that shall issue Certificates of Ratings Forming Part of a Navigational Watch under Regulation II/4 of the STCW Convention, as amended, and Ratings Forming Part of a Watch in Manned Engine-room or designated to perform duties in a periodically unmanned Engine-room under Regulation III/4, of the said Convention.

NOW, THEREFORE, resolve as it is hereby resolved that the Maritime Industry Authority (MARINA) shall continue to perform the responsibilities of issuing ratings certificates to seafarers under Regulations II/4 and III/4 of the Convention, respectively, until 31 December 2000 and for the Technical Education and Skills Development Authority (TESDA) to take over the responsibilities after said date.
