SUSPENSION OF RESOLUTION NO. 2003-132, SERIES OF 2003, REQUIRING APPLICATIONS IN LICENSURE EXAMINATIONS TO SUBMIT CERTIFICATE/TESTIMONIAL OF GOOD MORAL CHARACTER
WHEREAS, the Commission issued Resolution No. 2003-132 series of 2003 and Memorandum Circular No. 2003-10 dated September 22, 2003 requiring applicants in licensure examinations to submit Certification/Testimonial of Good Moral Character.
WHEREAS, there have been reports on the proliferation of enterprising professionals outside the Commission victimizing examinees from the provinces who do not know any professional from the city by charging exorbitant fees.
WHEREAS, there are also report that pre-signed certificates of good moral character are also allegedly being sold outside.
WHEREAS, there are also complaints from the examinees that they incur additional expenses looking for registered professionals belonging to the same discipline who will vouch for their moral character.
WHEREAS, the Licensure Office and Legal Division find the above reasons justifiable and recommended to the Commission the temporary suspension of said requirement to have ample time to study possible means of supporting the moral character of the examinee and to prepare for the trouble-free implementation of such requirement.
WHEREFORE, the Commission RESOLVED as it hereby RESOLVES to temporarily suspend the submission of the Certificate/Testimonial of Good Moral Character until such time that the Commission will be able to come up with a better alternative or solution for its trouble-free implementation.
Let copies of this Resolution be furnished all the Professional Regulatory Boards, officials and employees in the Central and Regional Offices for their information and guidance, and to all heads of schools, colleges and universities for disseminating to their students who are enrolled in courses requiring the passing of licensure examinations.
