In order to establish the actual member of seafarers presently engaged/employed on-board as against the registration data in the manpower pool, and for the purpose of determining the categories where developmental programs may be instituted to alleviate and/or check any manpower shortage problem, you are hereby requested to submit to the MANPOWER DEVELOPMENT DIVISION, this Administration, a report of seafarers by ranks or ratings, who were hired and actually employed on-board foreign-going vessels from January to December of the preceding year.

This report shall be a regular annual submission of all licensed manning and shipping agencies.

The attached survey form shall be accomplished for this purpose.
