[ MMDA RESOLUTION NO. 19, July 18, 1996 ]
URGING THE LOCAL GOVERNMENT UNITS OF METROPOLITAN MANILA TO PASS LOCAL ORDINANCES ON ANTI-VANDALISM WITHIN THEIR RESPECTIVE CITY OF MUNICIPALITY
WHEREAS, continuing acts of vandalism has been observed in the marred and scarred trees, road signs, concrete walls and other public properties in Metropolitan Manila;
WHEREAS, Republic Act (RA) No. 7924 mandates the Metropolitan Manila Development Authority (MMDA) to formulate and implement policies, rules and regulations for the promotion and enhancement of ecological and the prevention, control and abatement of environmental pollution;
WHEREAS, the Metro Manila Council (Council) in session duly assembled agreed to pass a resolution urging the local government units of Metropolitan Manila to pass local ordinances penalizing any form of vandalism within their respective city or municipality;
NOW, THEREFORE, be it resolved as it is hereby resolved, pursuant to Sec. 6 of RA 7924, that the Council hereby urges the local government units of Metropolitan Manila to pass local ordinances on anti-vandalism penalizing any person deliberately destroying or damaging any property by writing, painting, spraying, defacing any wall, tree, road sign, billboard, furniture and equipment other than his property without the knowledge and consent of the owner.
Resolved, further, that the Council suggests a uniform penalty with a fine of One Thousand Pesos (P1,000.00) if the value of the damage caused exceeds Five Hundred Pesos (P500.00) if the value of the damage caused does not exceed more than Two Hundred Pesos (P200.00).
This Resolution shall take effect upon approval.
