AMENDING MEMORANDUM CIRCULAR 2000-11, œSTREAMLINING THE PNP MOTOR VEHICLE CLEARANCE PROCEDURE 



I. AUTHORITY

A. RA 6539, otherwise known as the Anti-Carnapping Act of 1972;

B. SOP Nr 02 Streamlining the Motor Vehicle Clearance Procedure;

C. PNP ™s Commitment to PGMA ™s SONA on Reducing Red Tape and Eradicating Graft and Corruption in Gov ™t Agencies

II. PURPOSES

A. To reduce the steps/shorten the procedure in securing a Motor Vehicle Clearance Certificate without sacrificing its integrity and reliability.

B. To have a one-stop-shop in securing a Motor Vehicle Clearance for faster, efficient, and better appreciated public service at the same time eliminating opportunities for graft and corruption.

C. To further reduce Government expenses with a leaner manpower requirement and lesser accessory costs.

III. SCOPE

This Memorandum applies to all Traffic Management Group (TMG) Offices issuing Motor Vehicle Clearance Certificates and Crime Laboratory (CL) offices conducting macro-etching examinations of motor vehicles.

IV. POLICY

A. All motor vehicles applying for Motor Vehicle Clearance Certificate shall undergo Physical Inspection and Stenciling by TMG Personnel prior to issuance of a Motor Vehicle Clearance Certificate.

B. All motor vehicles found to have signs of tampering and/or alteration shall be immediately endorsed to the CL for macro-etching examination to possibly restore its original engine and chassis numbers.

C. All newly manufactured (Brand New) motor vehicles shall be required the original Land Transportation Office Confirmation Certificate (LTOCC) as part of the documents required for Original Registration. Brand New motor vehicles shall be exempted from actual Physical Inspection.

V. RESCISSION

All issuances, memoranda and SOPs inconsistent with this Memorandum Circular are hereby rescinded.

VI. EFFECTIVITY

This Memorandum Circular shall take effect 15 days after publication in a newspaper of general circulation.
