PARAMETERS FOR ACCREDITATION OF VTS PROVIDERS




1.

OBJECTIVES:

1.1       To set standards that will ensure the effectiveness of the VTS technology in monitoring cargo transfers without need of underguarding;

1.2       To utilize the technology in accordance with the demands of the Bureau in the efficient accounting and auditing of transferred cargoes;

1.3       To align the Bureau's control systems with the best international practices.

2.

COVERAGE:

The use of the Vehicle Tracking System (VTS) shall initially cover transfer of cargoes from POM/MICP to ATI-ICD, Subic and Clark Special Economic Zones.

3.

ADMINISTRATIVE PROVISIONS:

3.1       All VTS providers shall apply for accreditation with the Commissioner of Customs. An applicant shall be able to prove that it meets the following parameters:

3.1.1        Provide real-time vehicle tracking

3.1.2        Provide real-time duress/panic signalling

3.1.3        Provide 24 hour monitoring, 7 days a week

Perform event for auditing (reporting and archiving)

3.1.4        Submission to the Bureau of daily reports containing the following data:

3.1.4.1 Vehicles tracked

3.1.4.2 Date, time and location

3.1.4.3 Graphical print-out of all reported vehicle position

3.1.5    VTS used should be differential GPS

3.1.6    Coverage areas shall include the routes from POM/MICP to ATI-ICD, Subic and Clark Special Economic Zones and such other areas which the Commissioner shall so designate as the need arises.

3.2       Only duly accredited VTS providers shall be allowed to participants in the program. A list of accredited providers will be furnished SBMA and CDC regularly.

4.

REPEALING CLAUSE:

All Customs Memorandum Orders, rules and regulations inconsistent herewith are hereby deemed revoke/amended accordingly.

5.

EFFECTIVITY:

This Order shall take effect July 07, 1997.
