In Resolution No. 435, s.1980, the Commission adopted a system of granting eligibilities to persons occupying positions in the career service, fitness for which can be gauged not by the usual written tests, but through successful work performance over a period of time.

In view thereof, the Commission, in its Resolution No. 92-561 dated April 14, 1992 included the positions of Fingerprinting Aide and Fingerprint Examiner I in the list of positions covered by Resolution No. 435, s. 1980 with the following schedule and eligibility:
