In pursuance to the directives contained in the Memorandum dated 11 July 1997 regarding the seizure, effective 15 July 1997 of any duty-free merchandise being sold at Subic and Clark Special Economic Zones without the required label "NOT FOR RESALE; IMPORTED DUTY-FREE", you are further directed to submit for the consideration and approval prior to execution, the corresponding procedures and mechanics to carry out or implement the seizure of subject goods as stipulated in the said Memorandum.
