In view of the modification of the injunction order issued by the Regional Trial Court Judge enjoining the Department of Agriculture (DA) from implementing DA Administrative Order No. 9, s. 1996 such that the DA is no longer prohibited from issuing Minimum Access Volume Import Certificate (MAVIC) for products with Minimum Access Volume (MAV) License prior to the issuance of the injunction order, the unnumbered Memorandum authorizing the tentative release of PAMPI's meat importations subject to conditions enumerated therein is hereby RECALLED. Henceforth, all Customs Officers are hereby directed to strictly implement the rule that the out-quota tariff rates shall be assessed and collected on all importations of MAV products with separate in-quota and out-quota tariff rates unless covered by MAVIC duly issued by the DA and officially transmitted by the Tax Exempt Division.
