INSPECTION OF UNITS APPLIED FOR SALE AND TRANSFER AND DROPPING AND SUBSTITUTION
This Office has observed that the ownership of a Certificate of Public Convenience (CPC) is being exploited by some unscrupulous and business-minded grantees, bringing about trafficking and commercialization. On many instances, the CPC is even sold and transferred without the knowledge and consent of the original grantee.
To protect the interest of the CPC grantees, this Office hereby orders all applicants of this jurisdiction applying for Sale and Transfer, and Dropping and Substitution to present the unit/s, proposed to be dropped and/or for operation, for inspection. No application for the aforementioned transactions shall be acted upon without an attached Inspection Report duly signed by the members of the Inspection Team, which shall be formed for this purpose.
This Regional Memorandum Circular supersedes any and all issuances inconsistent herewith, and shall take effect fifteen (15) days following the filing of three (3) copies hereof with the UP Law Center, pursuant to Presidential Memorandum Circular No. 11, dated 09, October 1992.
