ENFORCEMENT OF RULES ON SIGNBOARDS/BILLBOARDS



It has been observed that there is proliferation of signboards/billboards that do not conform to the provision of the National Building Code (NBC), particularly Rule V, in relation to Section 2001 in regard to design, content, construction, location, installation and maintenance.  Non-observance of said rule is detrimental to public welfare.  Section 2001 is specific on this and is hereby quoted for information:

"SECTION 2001. General Requirements

a. No sign or signboard shall be erected in such a manner as to confuse or obstruct the view or interpretation of any official traffic sign, signal, or device.

b. No sign or signboard shall be constructed as to unduly obstruct the natural view of the landscape, distract or obstruct the view of the public as to constitute a traffic hazard, or otherwise defile, debase or offend aesthetic and cultural values and traditions."

The enforcement of the NBC is vested upon the Secretary (Minister) of Public Works and Highways, thru the respective Building Officials appointed/designated by him.  Section 12, Rule VIII, of the Implementing Rules and Regulations of the Code is specific that the designated and duly authorized representatives of the Secretary to enforce administrative sanction relative hereto are the Building Officials.

In view hereof, Building Officials are directed to be vigilant in the enforcement of the law aforecited by taking appropriate administrative and/or criminal action as may be warranted under the circumstances.

This Order shall take effect immediately.
