Guidelines on The Registration and Licensing of Commercial Videogram Importers And Exporters
1. Registration and Licensing - All importers and exporters of films in videogram form for commercial purposes shall register with and be licensed by the Videogram Regulatory Board as Video Distributors. This shall mean a one-time registration fee and an annual license fee for each Distributor as follows:

2. Issuance of Clearance Certificate - A registered Distributor shall secure a Clearance Certificate from the Board for a film he has imported in videogram form before the same can be released by the appropriate authorities. Such Clearance Certificate, however, shall not be considered as a permit for the commercial disposition of said film in videogram form. It shall still be subject to the approval and the issuance of a Videogram Commercial Permit by the Board before it can be commercially distributed, reproduced, rented out, sold or publicly exhibited. The clearance fee per videogram is P10.00.
3. Issuance of Videogram Commercial Permit - On the other hand, a registered Distributor shall register his/its rights to his/its film in videogram form that is intended for export with the VRB. The Board shall review said film and issue a Commercial Permit for the videogram whenever so justified. Such Commercial Permit shall be limited strictly for commercial exportation only. The Distributor shall secure a separate Commercial Permit for the same film in videogram form if it will be commercially distributed, reproduced, rented out, sold or publicly exhibited in the Philippine market.
This circular shall take effect immediately.
