Guidelines on Importation of Non-Piratical Videograms
I
Requirements
The importation of Non-piratical videograms, including among others, videotapes, discs, cassettes or any technical improvement or variation thereof, and their rental or sale may be allowed provided all the following requirements are complied with:
- The videogram must be supported by an authenticated document showing the right of the importer to sell or rent out the same;
- The videogram must not be previously recorded with the Videogram Regulatory Board;
- There is no Philippine Home Viewing Licensee or Distributor for the Videogram.

Procedure
- Existing Inventories -
1. Video establishments shall declare to the Board all non-piratical videograms heretofore imported within five (5) working days upon publication of these Guidelines in a newspaper of national circulation;
2. The inventory declarations submitted shall be delisted of titles that do not comply with the guidelines stated above; and
3. Inventory labels exclusively designed for imported videograms as declared in IIA-1 herein shall be issued to video establishments to indicate the approval by the Board for their rental or sale. However, before issuance of such labels the videograms shall themselves be presented to the Board for inspection.
- Future Importations -
1. The importer shall register with and be licensed by the Board as a Video Distributor, Importer category;
2. A Clearance Certificate shall be secured by the Distributor-Importer from the Board for the imported videograms before the release thereof by the Bureau of Customs;
3. The Distributor-Importer shall apply for the review of the videograms and secure a Videogram Commercial Permit for each title before the same may be rented out or sold; and
4. Rating labels exclusively designed for imported videograms as applied in IIB-3 herein shall be issued to the Distributor-Importer to indicate the approval by the Board for their rental or sale. However, before issuance of such labels the videograms shall themselves be presented to the Board for inspection.
III
General Provision
These Guidelines are subject to the Rules and Regulations promulgated by the Videogram Regulatory Board pursuant to P.D. 1987 and such other circulars, rules and regulations as the Board may hereafter promulgate.
