[ MTC MEMORANDUM CIRCULAR NO. 05, S.2004, June 17, 2004 ]
IMPLEMENTING GUIDELINES IN THE CONDUCT OF THE PILOT CLASSES FOR THE MANAGEMENT LEVEL COURSES (IMO MODEL COURSES 7.01 & 7.02) PURSUANT TO MTC RESOLUTION NO.3, S. 2003
Pursuant to the authority granted under MTC Resolution No.03, s. 2003, the following instructions and guidelines are hereby issued in connection with the conduct of the Pilot Classes for the management level course (IMO Model Courses 7.01 & 7.02).
1. The Philippine Maritime Education and Training Foundation, Inc./International Maritime Training Trust (PMF/IMTT), in coordination with the MTC Secretariat, shall organize the training staff which shall be composed of, but not limited to:
- Project Director
- Instructors/Assessors
- Administrative Support
2. The Project Director and teaching staff shall be guided by the relevant provisions of the MTC Resolution No.3, s.2003, this Memorandum Circular and the Project Document issued for this purpose. Situations not expressly covered by the provisions of the aforesaid documents shall be referred to the MTC Executive Director for disposition.
3. PMF/IMTT shall update the training schedule earlier issued and accept candidates nominated by shipping/manning companies subject to its prescribed requirements and conditions.
4. Shipping/Manning companies nominating a candidate shall execute an undertaking to ensure that the candidate will be given time to complete the course.
5. The IMO Model Course 7.01 and 7.02 as adopted and adjusted pursuant to MTC Resolution No.12, s. 2000, shall be the training curriculum for the pilot class, without prejudice to further adjustments, as circumstances may require. Adjustments prior to the commencement of the pilot classes may be proposed by the training staff of the pilot class for implementation to the Project Director for his appropriate action.
6. Notwithstanding the provisions of paragraph 5, every instructor should take account of Column 2 of the appropriate Competence Table in Part A of the STCW Code to ensure that the mandatory minimum standards of competence are fully addressed.
7. Certificates of successful completion of training shall be issued by function. Such training certificates shall only be issued if the trainee has gained the required knowledge, understanding and proficiency specified in Column 2 of the appropriate Table of Competence in Part A of the STCW Code thru assessment.
8. PMF/IMTT shall submit a report to Maritime Training Council upon completion of the pilot class.
