[ CSC MEMORANDUM CIRCULAR NO. 19, August 04, 1997 ]
MEMBERSHIP IN THE PHILIPPINE CENTENNIAL MOVEMENT
Pursuant to CSC Resolution No. 97-3462 dated July 24, 1997, the Commission, in cooperation with the National Centennial Commission - Women Sector (NCC-WS), adopts and promulgates the following guidelines on the above subject:
1. All Focal Persons in various government agencies are tasked with campaigning for membership of all women employees, in their respective areas of work, in the Philippine Centennial Movement (PCM);
2. Focal persons are expected to spearhead/launch activities in coordination with the NCC-WS among the women employees in their agencies in line with the Centennial celebration. They shall also take charge of informing their women members of the activities of the PCM;
3. Individual membership in the PCM for the Women Sector shall be uniformly-pegged at the Yellow Card Membership with a fee of P100.00 that entitles the member to a Centennial Kit;
4. Membership Forms shall be available with the Focal Persons. The Focal Persons shall then turnover all accomplished application forms with the corresponding collections to the NCC-WS Secretariat immediately as may be deemed practical;
5. Regular monthly reports on the activities conducted by the agencies in this regard shall be accomplished and submitted by the Focal Persons to the NCC-WS Secretariat.
This Circular shall take effect immediately.

WHEREAS, Executive Order No. 128 created the National Centennial Commission and further through Presidential Proclamation No. 916 calls ". . . on all employees of the government, both local and national, to join the Philippine Centennial Movement from June 12, 1996 to December 31, 1998.x.x.";
WHEREAS, the Philippine Centennial Movement calls on every Filipino to manifest a deep sense of national responsibility and patriotic commitment to the country;
WHEREAS, the Philippine Centennial Movement starts with the Filipino's participation in this once-in-a-lifetime celebration of Philippine Independence which is really the celebration of the greatness of our race, the legacy of our heroes and the ideals of nationhood;
WHEREAS, the Women Sector should be imbued with patriotic fervor and assert their presence as active participants in this historical milestone;
WHEREFORE, foregoing premises considered, and to attain the objectives of the Philippine Centennial Movement, the Civil Service Commission hereby resolves to adopt the policy of the National Centennial Commission - Women Sector (NCC-WS) to encourage active participation in the Philippine Centennial Movement, particularly through:
1. the Focal Persons of the Women Sector in the different government agencies both local and national; and
