[ MTC RESOLUTION NO. 03, S. 2004, December 22, 2004 ]
DEFERRING THE ESTABLISHMENT OF NEW TRAINING CENTERS, BRANCHING OUT OF EXISTING TRAINING CENTERS; AND ACCREDITATION OF ADDITIONAL COURSES FOR EXISTING TRAINING CENTERS
WHEREAS, under Letter of Instruction 1404, the Maritime Training Council is tasked to regulate and supervise the establishment and operation of maritime training centers throughout the country;
WHEREAS, Resolution No.08, Series of 1995 suspended the issuance of permits to applicant intending to operate maritime training centers;
WHEREAS, the above-mentioned resolution was modified by Resolution No.08, Series of 1997 allowing present accredited training centers to branch out in regions not offering new and required STCW Courses and further revised by Resolution No.02, Series of 2000 authorizing accreditation of required courses, listed in Annex 1 of said Resolution for Masters, Officers and Ratings as a requirement for the revalidation of their STCW '78 certificates;
WHEREAS, there is a need for the Maritime Training Council to regulate and determine the appropriate number of training centers to be maintained in order to address the training needs of Filipino seafarers considering there are presently 49 training centers including their branches;
WHEREAS, there is a need to review and attune the existing policy standards and guidelines to new developments in maritime education and training;
NOW, THEREFORE, in consideration of the above premises, be it resolved as it is hereby resolved, that there be a deferment on the:
1. Establishment of new training centers;
2. Branching out of present training centers; and
3. Accreditation of additional courses for existing training centers
FURTHERMORE, subject to the guidelines that shall be issued by the MTC Secretariat, all applications for permit to operate new maritime training centers and applications for additional courses and branching out by existing training centers duly received by the MTC prior to the approval of this Resolution shall be considered as pipeline applications.
FINALLY, all previous issuances inconsistent with this Resolution are deemed modified and superseded accordingly.
This Resolution shall take effect 15 days after publication in a newspaper of general circulation and filing with the U.P. Law Center.
