In line with the policy of this Department to pursue decentralization as a means of improving the delivery of infrastructure services to the people, particularly to give the regional offices the capability to implement projects by administration as and when the need arises in accordance with existing laws, the Regional Directors are hereby authorized to approve contracts with private entities for the lease to the Department of appropriate equipment needed for such projects for a period not exceeding thirty (30) days, subject to the usual accounting and auditing rules and regulations.

This-Order takes effect immediately.
