In line with the objective of the government to modernize the public land transport and in the interest of public services as called for in MC# 2004-030 to authorize Brand New units, AVANZA units may be allowed to be utilized as Taxi service PROVIDED that the extra rear seat from the vehicle be permanently removed such that only five (5) passengers including the driver would be accommodated like the regular 4-door sedan taxi types and in accordance with DOTC # 97-1097 and MC# 98-012. Failure to comply shall be subject to fines/penalties as provided in the MC# 97-012 dated November 14, 1997.

This Memorandum Circular supersedes any and all issuances inconsistent herewith, and takes effect immediately following the filing of three (3) copies hereof with the UP Law Center, pursuant to Presidential Memorandum Circular No. 11, dated 09 October 2002.
