"COLORUM" AND SMOKEBELCHING VEHICLES
1. The task force shall be composed of the following:

2. The task force is hereby directed to vigorously and seriously pursue the drive against "colorum", out-of-line and roadside monitoring of emission standard.
3. The Land Transportation Franchising and Regulatory Board (LTFRB) is given until end of March 2003 to complete the updated records of franchises, available for information retrieval and dissemination in hard copy or electronic data (computerized) form consistent with the Metro Manila Bus Route Rationalization Program. Any request for extension shall not be allowed. Henceforth, no vehicle(s) apprehended for "colorum" violation shall be released from the impounding area until a franchise covering the operation of subject vehicle is issued by LTFRB. The LTFRB is further instructed to impose administrative sanctions, i.e., Cease and Desist Order, cancellation of franchise for recidivist such as constant out-of-line violators.
4. All license plates confiscated for violation of the vehicle emission standard as provided for in the Clean Air Act of 1999 shall be deposited with the DOTC Action Center for proper recording.
5. Release of vehicle(s) and/or license plate(s) confiscated due to violations of "colorum", out-of-line and anti-smoke belching in Metro Manila shall be subject to a clearance. The clearance shall be issued by the Office of the Undersecretary for Road Transportation.
6. Regular report of vehicles apprehended due to the above cited violations shall be filed with the Office of the Undersecretary for Road Transportation for onward transmittal to this Office and to the Office of the President. The first report to the President shall be fourteen (14) days from receipt hereof.
All issuances that are deemed inconsistent herewith are hereby revoked and/or superceded accordingly.
