[ BOC MEMORANDUM, December 09, 1994 ]
MEDICINES FOR INMATE PATIENTS
There have been complaints that medicine brought for inmates by their relatives do not reach the intended recipients as they are either waylaid allegedly by the custodial personnel or by the employees in the NBP Hospital. Furthermore, reports also indicate that NBP employees, for their own personal benefit, are claiming reimbursement by using the official receipts of medicines bought by inmates. Although unconfirmed, if this situation happens it would taint the reputation of our BuCor employees and sully the good image of the Bureau of Corrections as a whole.
To prevent the occurrence of such a deplorable situation, the following guidelines are hereby published:
1. Guards at Control Gates will accompany visitors who bring medicine intended for the personal use of their inmate-relatives to the NBP Hospital Pharmacy where the medicine/s will be deposited under proper receipt by the Pharmacist-on-Duty.
2. Medicine/s deposited in the Pharmacy will be placed in boxes labelled with the respective names of the intended users and the name/list of the medicine/s deposited.
3. An Index card (List) will be provided each inmate, indicating date of receipt and type of medicine/s received, the date of medicine/s was/were withdrawn and the signature of the inmate, as well as the duration of treatment.
4. The Pharmacist-on-Duty can only dispense these personal medicine/s to the concerned inmate upon prescription by an NBP Physician. The dosage should be given for at least two days.
Subject to availability of funds, reimbursement of medicines bought by inmates shall be made upon his personal written request duly supported by official receipts.
For your guidance and strict implementation.
