[ BOC MEMORANDUM, November 10, 1994 ]

NEURO-PSYCHIATRIC CLEARANCE

It has been observed that new applicants for the position of Prison Guard present neuro-psychiatric clearances coming from Neuro-Psychiatric Practitioners outside of the BuCor attesting that they are mentally fit for employment in this Bureau. This practice is sometimes abused as some prospective candidates for Prison Guard position get the neuro-psychiatric certificated due to the alleged unholy alliance with the certifying psychiatrist.

To obviate the recurrence of this undesirable situation where we get applicants/employees who are not mentally fit for the demanding duties of a Prison Guard, the following guidelines are hereby published:

1. Henceforth, all new applicants for Prison Guard must undergo psychiatric examination here in the Bureau.  The group of psychiatrists will be headed by Dr. Edilinda G. Patac and two others to be designated by her.

2. All BuCor employees/applicants who wish to possess firearms must secure psychiatric clearance from the said group their applications for the approval of the Director of Corrections.

3. All employees slated for promotion will also undergo psychiatric examination.

For strict compliance.
