ADMINISTRATIVE OFFENSE RE-COMPLAINT OF PRISONER ™S WIFE AGAINST PRISON PERSONNEL



I have noted that prison guards and employees of this Bureau have been involved or implicated in the illicit relationship with the wives of the prisoners, which relationship is brought about by extending to the prisoner ™s wife some assistance/privileges during her visits to her husband/prisoner. And afterwards, a prison guard or employee starts befriending and courting her until she finally succumbs to temptation.

To prevent the recurrence of the foregoing incident, it is hereby declared that in the event that a prisoner ™s wife files a complaint before this Office alleging that a prison guard or employee of this Bureau is befriending or courting her, the same shall be considered a sufficient ground for the issuance of a Formal Charge against him, criminally and /or administratively, notwithstanding her subsequent desistance therefrom, for œConduct grossly prejudicial to the best interest of the service  pursuant to Section 22 (t) (grave offenses), Rule XIV of the Omnibus Rules Implementing Book V of Executive Order No. 292.

For dissemination to all employees and members of the custodial forces under your respective jurisdiction.
