[ BOC MEMORANDUM, February 10, 1994 ]
ALLEGED IRREGULARITIES IN THE SELECTION OF INMATES FOR COLONY ASSIGNMENTS
Complaints are pouring into the DOJ and the Director s Office about the alleged exactions being committed by certain personnel of the BUCOR in connection with the initial selection and subsequent preparation of the list of inmates to be deployed for colony assignments. The allegations besmirch the reputation not only of the BUCOR personnel but also tarnish its organizational image as well. The alleged anomalous situation must be stopped immediately. The BUCOR must maintain public trust and earn a reputation of trustworthiness, and respectability. It must also bear responsibility to the inmates who may be adversely affected as well.
In this connection therefore, a thorough evaluation should be made to determine the physical and mental fitness of the inmates to withstand the rigors of colony assignment before the inmate s name is included in a list that will be transmitted to the Classification Board.
No BUCOR personnel is allowed to exact money from inmates in consideration of inclusion or non-inclusion of the latter s name to the list for colony work.
Any violation or irregularity committed in the process of selection will be dealt with criminally and administratively.
For your guidance and strict compliance.
