[ CUSTOMS ADMINISTRATIVE ORDER NO. 4-2002, June 14, 2002 ]
AMENDMENT TO CAO 3-97 PROVIDING FOR NEW RATES OF SERVICE, STORAGE AND OTHER CHARGES ON ARTICLES/MERCHANDISE STORED AT CUSTOMS BONDED WAREHOUSE NO. 36 OPERATED BY U-FREIGHT PHILS., INC. AND OTHER CBW OPERATORS SIMILARLY SITUATED AT THE MACTAN-CEBU INTERNATIONAL AIRPORT
By authority of Section 608 in relation to Section 1909 of the Tariff and Customs Code of the Philippines, as amended, and in line with the Bureau's effort to standardize various charges for operations affecting imported cargoes before actual delivery to the importer/consignee, and taking into account the present economic condition and facilities provided by the Operators, the service, storage and other charges on articles/merchandise stored at CBW No. 36 operated by U-Freight Phils., Inc. and other CBW operators similarly situated shall be governed by the following rules:

IV. Classification of Cargo
A. General Cargo
All cargoes not included in the above enumeration of special Cargo, each king, class or nature is described herein below.
B. Special Cargo
1. Baggage and Personal Effects - kinds of shipments that are handled with special care and provided special storage locations.
2. Perishables - shipments shown as such on the Cargo Manifest (CM) and Airway Bill (AWB) of labels/identified on the packages as such, hence requiring storage under specified temperatures (all aquatic products fall under this classification)
3. Valuable Cargo - shipment shown on the CM and/or AWB as such or so labeled/identified on the package/s pursuant to IATA regulations.
4. Dangerous Cargo and Restricted Articles - shipments, containing inflammables, firearms, ammunition, explosives, radio-active materials or substances and corrosive substances such as acids and the like, other similar articles properly labeled/identified as such on the packages or pursuant to IATA regulations.
5. Livestock and Plants - shipments requiring attention and feeding care.
6. Human Remains - sealed casket containing the remains of deceased persons.
V. Ancillary Charges Defined
A. Backdoor Release - a special cargo operations where inbound shipments are released and delivered to its consignee/broker in the CBW concerned outside of regular working hours (0800H-1700H) or during Saturdays, Sundays and other non-working holidays.
B. Deconsolidation Fee - an amount to compensate the CBW operator for extra time and effort of physically break bulking a consolidation shipment and checking the individual shipments in the consolidation against the data shown in the Master Air Waybill (MAWB) and consolidation manifest submitted.
C. Returned Shipment Fee - an amount to compensate the CBW operator for the additional task of rechecking, retaping, repacking and restoring a shipment transferred to the designated examination area for Customs inspection but have to be returned to its storage location or ordered placed inside the Collector Corral pending final processing of the covering import entry or appropriate action by the Collector of Customs.
All other provisions of CAO 3-97 not otherwise repealed, modified, or amended shall remain in force and effect.
All others inconsistent herewith are hereby impliedly repealed or modified.
This Order shall take effect fifteen (15) days after publication in 2 newspapers of general circulation.
