In view of numerous complaints received by the Board that some law enforcers are taking advantage in the implementation of Memorandum Circular No. 90-003 (Re-Driver's Identification Card) dated 03 February 1990, the Board hereby Orders the temporary suspension of the implementation of said Memorandum Circular.

This Memorandum Circular takes effect Immediately.
