REGULATIONS GOVERNING THE OPERATION OF HIGH SPEED CRAFTS



For clarity and transparency in the implementation and enforcement of national rules and regulations governing the operation of High Speed Crafts in Philippine waters, the following provisions of the Philippine Merchant Marine Rules and Regulations, 1997 and Memorandum Circular No. 148 are hereby reiterated:

1.         Philippine Merchant Marine Rules and Regulations, 1997

a.  Regulation XVII/2 - Definition

High Speed Craft - is a craft capable of maximum speed in meters per second (m/s) equal to or exceeding

3.7 V

where: V - displacement corresponding to the design waterline in m3

b.  Regulation XVII/3 - General Provisions

3.2    Compliance with structural standards of a classification society recognized by the Administration may be accepted as satisfactory proof of the structural adequacy of a craft.

Henceforth, in the implementation, enforcement and interpretation of rules and regulations pertaining to high speed crafts, the above-mentioned provisions under the Philippine Merchant Marine Rules and Regulations, 1997 and/or Memorandum Circular No. 148 shall prevail.
