GUIDELINES ON THE PROPER ASSESSMENT AND COLLECTION OF PORT CHARGES DUE FROM REGISTERED BAY AND RIVER TRADE VESSELS



For uniform implementation and in consonance with PPA Memorandum Order No. 20-83, Section 3.5.B, PPA Memorandum Circular No. 07-94, Sections 4 & 9 and PPA MC No. 03-95, Section C-3.4, the following guidelines relative to the proper assessment and collec tion of port charges are hereby set and clarified:
  1. Bay and River Trade Vessels - refers to vessels authorized to engage in business of fishing, towing, carrying merchandise or passengers in the protected water area. The particular port or body of water where the vessel may engage business must be specified in the license (Philippine Merchant Marine Rules and Regulation, Section 1510, item f).

  2. Vessels engaged in Bay and River Trade shall be charged Usage Fee everytime they call at the port.  Usage fee to be collected should be one-half ( ) of the required dues fee but in no case less than P30.10 or more than P150.40.

  3. Vessels engaged in domestic trade that berth or drop anchor shall be charged a port USAGE FEE, as follows:
