Effective immediately, all applicants for updating and/or extension of stay of tourists/temporary visitors under Section 9(a) of the Philippine Immigration Act of 1940, as amended, except for former Filipinos and children of Filipino citizens, who have overstayed for one (1) year or more, shall additionally be assessed an administrative fine of PESOS FIVE THOUSAND (P5,000.00) for every such year. For purposes of this Memorandum Order, six (6) months or less shall be considered as part of the previous year, while more than six (6) months to less than one (1) year shall be treated as a one (1) whole year.
