WHEREAS, the Metropolitan Manila Development Authority (MMDA) is mandated by law under R.A. 7924 to set policies concerning traffic in Metro Manila, to regulate the implementation of all programs and projects concerning traffic management and to fix, impose and collect fines and penalties;

WHEREAS, there is a need to improve the present traffic situation to ensure free and convenient movement of public and private transportations along major thoroughfares and along other road routes in Metro Manila; 

WHEREAS, illegal parking of vehicles is rampant even along interior roads and streets which continue to cause obstruction and hinder the free flow of traffic and therefore necessitates the adoption and implementation of other measures including the parking area for vehicles; 

WHEREAS, there is an urgent need to strictly enforce parking ordinance, laws, rules and regulations and identify and designate parking zones on streets and off-street, both for public and private vehicles to attain efficient parking thereof; 

WHEREAS, pursuant to Section 7 (d) of RA 7924, the MMDA Chairman is empowered to execute policies and measures approved by the Council and be responsible for the efficient and effective day-to-day management of the operations of the MMDA. 

WHEREAS, the Metro Manila Council (Council), in session duly assembled, recognized the urgency to implement parking discipline for all public and private utility vehicles in Metro Manila in order to ease the traffic problem along major and secondary thoroughfares including along other road routes in Metro Manila; 

NOW, THEREFORE, be it resolved as it is hereby resolved, pursuant to Section 6 of Republic Act No. 7924, that the Council hereby authorizes the MMDA Chairman to implement parking discipline for all public and private utility vehicles in Metro Manila. 

This Resolution shall take effect upon approval.
