CHRISTMAS AND NEW YEAR CELEBRATION
In line with the celebration of Christmas and the New Year and the traditional practice of allowing visitors inside the NBP Compound during these occasions, the NBP inmates have requested that their legitimate wives be allowed to spend the night with them in their dormitories. In this connection, the following conditions must be observed and strictly implemented by the Superintendent, NBP through the Commander of the Guards.
1. All visitors must be thoroughly screened and inspected at the gates;
2. Only legitimate wives or those whose names are recorded in the prisoner s carpeta be allowed to stay overnight;
3. Wives are limited to bring in two (2) children starting from 8:00 a.m. of December 24 up to 4:00 p.m. of December 25, 1995. They will be admitted up to 6:00 p.m. of December 24, 1995. The same shall apply from 8:00 a.m. of December 31, 1995 to 4:00 p.m. of January 1, 1996;
4. All visitors shall leave the Maximum Security Compound at 4:00 p. m. of December 24 and December 31, 1995.
5. There shall be no drinking of alcohol beverages of any kind nor possessing/taking of prohibited drugs by inmates during these occasions;
6. Bosyos/Mayores shall be responsible for the orderly behavior of inmates under them, and for the cleanliness of their respective dormitories and adjacent areas;
7. The Superintendent, NBP must augment its personnel at the designated searching areas of the Maximum and Medium Security Compounds from female prison guards assigned at the different NBP offices as well as those from the court/project escort group to effectively respond to any emergency. He must cancel all day-offs on this day and coordinate with the C, GSD, in providing additional searching areas;
8. Only slaughtered pigs, goats, chicken and other livestock shall be allowed entry into the prison compound for the Christmas and New Year celebrations. Carcasses should be inspected by the guards on duty; and,
9. The Superintendent, NBP must hold a briefing with the guards to disseminate the guidelines of the celebration; and issue supplemental guidelines to further strengthen prison security and insure the orderly celebration of Christmas and the New Year.
In addition, the Chief General Services Division shall provide continuous supply of electricity and water during said occasions and insure the availability of vehicles with drivers.
The Chief, NBP Hospital shall make available the BuCor ambulance with designated drivers and maintain a skeleton force to attend to any emergency that will require medical attention.
