ADOPTION OF MEASURES TO STOP THE TRAFFICKING OF ILLEGAL DRUGS



It has come to my attention that the inmates ™ intercamp sports competition is being used by some prisoners in trafficking/smuggling prohibited drugs from one security camp to another. Despite the good objectives of the competition in developing the physical well-being of prisoners and in promoting camaraderie among them, it is advised that the same be discontinued in view of this development. Henceforth, all sports activities will be confined within the prison compounds.

Relatedly, confiscate all drugs (capsules, tablets and solutions) at the entry gates and issue receipts to the persons from whom they were taken. Seized drugs must be forwarded to the NBP Hospital Laboratory or any NBP medical officer for testing/verification before they are administered to inmate patients.

No inmate outside of the Maximum Security Compound shall be treated at the NBP Hospital except during emergency cases and authorized referrals. The Chief, NBP Hospital shall ensure that medical officers are dispatched daily to the Medium and Minimum Security Compounds to attend to the medical needs of prisoners confined in these camps. All NBP medical officers shall be on call during weekends. The ambulance must be available for use during emergencies.

Inmates to be admitted at the NBP Hospital must first be strip-searched (to include the mouth) and their personal effect ™s inspected (shoes, clothes, etc.) at the control gate. The escorts must also be subjected to thorough search.
