PRECAUTIONARY MEASURES DURING CHRISTMAS SEASON
Our records show that the number of escapes during the month of December or during the holiday season is highest among the months of the year when loneliness and the longing to be with one s family and loved ones peak.
In this connection, you are directed to implement preemptive security measures to ensure that prisoners under your custody , especially those under minimum security status, will not take advantage of the holiday rush as an opportunity to escape.
Additionally, since a possible increase in applications for leaves of absence by your personnel during Christmas is expected, see to it that necessary steps are taken to ensure that your respective offices are properly manned and that all custodial personnel are on call during the entire season.
