DISQUALIFICATION OF PRISONERS WITH PREVIOUS ESCAPE RECORDS FROM MINIMUM SECURITY CLASSIFICATION
Our records show that most escape incidents involve minimum security prisoners who took the opportunity to escape in between headcounts and during sleep privileges. A number of these prisoners also have previous escape records which could have disqualified them from being further reclassified to minimum security.
In this connection, you are directed to thoroughly review the escape records and other prison documents of prisoners recommended for reclassification to minimum security. All inmates having such records, to include those who have already been granted living-out privileges shall be disqualified from minimum security classification and/or reverted to medium security.
