[ BOC MEMORANDUM, August 04, 1995 ]

CLASSIFICATION OF INMATE FOR COLONY ASSIGNMENT

It was reported that at least one hundred sixty (160) of the 978 inmates shipped to Iwahig Prison and Penal Farm on July 17, 1995, were medical cases  unfit for colony assignment. This came after the Classification Board (CB) screened inmates only according to their prison records, (carpeta) and never actually verified their physical condition and medical summaries. Medical certificates issued to the inmates were also not honored by the Board.

In view of this, you are directed to consider the medical and other related records of inmates recommended to the board for classification and ensure that the CB ™s medical officer-member actually examines and certifies their (the prisoners) firmness for colony assignment.

You are also advised to forward latest photographs and computerized prison records of inmates to the prison and penal farm concerned for their records.

For strict compliance.
