APPRAISAL AND ENHANCEMENT OF PRESENT PRISON SECURITY MEASURES



On 16 June 1995, Sunday, forty nine (49) inmates of the Lumbia Detention and Rehabilitation Center, Cagayan De Oro City escaped from prison by digging up a tunnel leading to a nearby cemetery.

The incident shocked the public and sent ripples of concern over the present security of our prison/jails and the capability of our custodial personnel to prevent similar incidents.

In the light of this development, you are hereby directed to institute tighter prison security measures to include a periodic check-up of prison dormitories and the viability of perimeter fences and barriers, assessment of present security procedures and close supervision of custodial personnel.

Submit feedback on action in your respective areas of jurisdiction within 72 hours from receipt of this memorandum.
