[ DOE DEPARTMENT ORDER NO. 95-06-16, June 19, 1995 ]
CREATING THE OFFICIAL PUBLICATION OF THE DEPARTMENT OF ENERGY
WHEREAS, through a Memorandum from the President of the Philippines, dated 17 May 1995, all Cabinet Members have been directed to conduct information briefings on opportunities, gains, accomplishments and other positive developments in the Philippines with key international sectors and groups during their foreign travels; and
WHEREAS, pursuant to Sections 5(k) and 5(l) of R.A. 7638 and Section 7(3) of Executive Order No. 292, otherwise known as the Administrative Code of 1987, there is a need to rationalize, integrate and coordinate dissemination of the necessary energy data and information to the public in general;
NOW, THEREFORE, a monthly news bulletin/publication shall be published by the DOE. For this purpose, the following general guidelines are hereby issued for the information, guidance and implementation of all concerned:
SECTION 1. Until otherwise determined by the Editorial Board, hereinafter referred to as the "Board", the official DOE monthly publication shall be known as the "DOE NEWSLETTER".
SECTION 2. The publication shall be managed and administered by the Board. The Board shall be composed of a Chairman and a Vice Chairman to be designated by the Secretary and seven (7) members to be designated by the Secretary, each member to be nominated not later than June 30, 1995 by each of the following bureau/service directors who shall act as Advisers of the Board:
(a) Energy Resource Development Bureau;
(b) Energy Industry Administration Bureau;
(c) Energy Planning and Monitoring Bureau;
(d) Energy Utilization Management Bureau;
(e) Legal Services;
(f) Financial and Management Services;
(g) Administrative Services.
SECTION 3. The official publication shall be directly undertaken by the Office of the Secretary.
SECTION 4. The DOE shall have only one (1) official publication. Henceforth, all other publications published by the different bureaus, services, divisions or offices of the Department shall cease to be published and all articles or write-ups intended for such publications shall be forwarded to the Board for consideration in the new publication. All employees are hereby enjoined to submit their articles for publication to the Board.
SECTION 5. The Board is hereby is directed to come out with the maiden issue of the publication in July 1995.
SECTION 6. The Board may adopt its own internal rules in the conduct of its meetings and other proceedings or activities to accomplish its assigned duties and functions.
SECTION 7. All bureaus, services, divisions or offices of the DOE are hereby enjoined to extend their fullest support and assistance to the Board to enable it to effectively perform its functions and responsibilities.
SECTION 8. All expenses to be incurred by the Board shall be sourced from funds available to the DOE subject to the usual government accounting and auditing requirements.
SECTION 9. This Department Order shall take effect immediately.
