[ PRC BOARD OF CIVIL ENGINEERING RESOLUTION NO. 17, June 25, 1992 ]

ADOPTION OF THE NEW OR REVISED PROVISIONS IN THE NATIONAL STRUCTURAL CODE PRESCRIBED BY THE ASSOCIATION OF STRUCTURAL ENGINEERS OF THE PHILIPPINES (ASEP) IN THE FOURTH EDITION THEREOF



WHEREAS, the Board of Civil Engineering, on September 28, 1987, issued Res. No. 131, Series of 1987 (approved by the Professional Regulation Commission (PRC) on even date adopting the National Structural Code of the Philippines", (NSCP), Third Edition, Vol. 1, "Buildings and Other Vertical Structure", as part of the rules and regulations governing the practice of civil engineering in the Philippines;

WHEREAS, ASEP, through the National Structural Code Committee on April 17, 1992, came out with the Fourth Edition of NSCP, Vol. 1 - "Buildings, Towers and Vertical Structure", introducing therein new and/or revised provisions to update the NSCP with the latest trends and developments in the structural engineering technology; and,

WHEREAS, the Board of Civil Engineering of the Professional Regulation Commission has required that,
"All plans, design analysis, specifications, reports, studies, investigations, and all related documents prepared by civil engineers shall bear the signature of the Civil Engineer together with the professional license, number and dry seal and the expiration date of the current registration," and that this requirement be mentioned in the summary of the changes to the 3rd edition;
WHEREAS, ASEP has agreed to incorporate the said provision and requirement in the revised edition;

WHEREAS, R.A. No. 544: "The Civil Engineering Law" under Section 4, par. 2, thereof and Section 6, par. (a) of P.D. 223 vest upon the Board the power to prescribe or adopt rules and regulations to carry out the provisions of the said law and to enhance the profession and/or ensure the high ethical, professional, and technical standards thereof,

WHEREAS, by virtue of the foregoing    premises, the Board hereby resolved, as it so resolves, to adopt the new and/or revised provisions in the National Structural Code of the Philippines (NSCP) including the above stated provisions, incorporated by the Association of Structural Engineers of the Philippines, Inc. (ASEP) in the Fourth Edition of thereof as part of the rules and regulations governing the practice of Civil Engineering in the Philippines.

The herein Resolution and the new or revised provisions, upon approval of the Commission, shall take effect after fifteen (15) days following the publication thereof in the Official Gazette or any newspaper of general circulation.
