CREATIVE THE NATIONAL ORGANIZING COMMITTEE FOR THE TWENTY-FIFTH ASEAN MINISTERIAL MEETING (AMM) AND POST MINISTERIAL CONFERENCE (PMC), TO BE HELD IN MANILA ON 21-26 JULY 1992
WHEREAS, the Association of Southeast Asian Nations (ASEAN), of which, the Philippines is an active member since its establishment in 1967; holds its ASEAN Ministerial Meeting (AMM) and Post Ministerial Conference (PMC) annually in each of the ASEAN member countries on a rotational basis following the alphabetical order;
WHEREAS, these yearly events are deemed vital as the AMM is a meeting among the ASEAN Foreign Ministers to formulate policy guidelines, review all ASEAN documents, provide policies and programs for implementation of the various ASEAN Committees and bodies while the PMC is an invaluable opportunity for ASEAN Foreign Ministers to meet with their counterparts from Australia, Canada, European Community, Japan, New Zealand, Republic of Korea and United States to discuss a broad range of international and regional political, trade, investment, development assistance, economic and security issues;
WHEREAS, the 24th AMM and PMC were held in Kuala Lumpur in July 1991 and following the alphabetical order, it is the turn of the Philippines to host the 25th AMM and PMC this year;
WHEREAS, the Philippines, in fulfillment of its commitment as a member of ASEAN, will be hosting the 25th AMM and PMC in Manila on 21-26 July 1992;
WHEREAS, the forthcoming meetings will be the first major international event to be hosted by the newly elected government of the Philippines;
WHEREAS, part of the preparations to ensure the success of the 25th AMM and PMC is the creation of a National Organizing Committee which shall be responsible for all the physical and substantive arrangements for the 25th AMM and PMC.
NOW, THEREFORE, I, CORAZON C. AQUINO, President of the Republic of the Philippines, by virtue of the powers vested in me by law, do hereby create the National Organizing Committee for the 25th AMM and PMC, hereinafter known as the Committee.
The Committee shall be composed of members of the Philippine Council on ASEAN Cooperation (PCAC) and representatives from the Presidential Management Staff, Congress of the Philippines, Office of the Press Secretary, Department of Budget and Management, Department of National Defense, Department of the Interior and Local Government and Department of Public Works and Highways.
The Chairman of the committee shall be drawn from the Department of Foreign Affairs and the Vice-Chairman from the Department of Trade and Industry and the National Economic and Development Authority. The members of the committee shall be from the -
The Chairman of the Committee is hereby empowered to call upon any agency of the Philippine Government to assist in the discharge of the duties and responsibilities of the committee, and designate such personnel, including consultants, as may be required.
The Committee shall establish a Secretariat to service the National Organizing Committee. The Secretariat shall be sited in the Department of Foreign Affairs.
The Chairman of the Committee shall establish a system of honoraria and allowances for the National Organizing Committee in accordance with accounting and auditing regulations.
The Department of Budget and Management is hereby directed to immediately release the amount of THIRTY MILLION PESOS (P30,000,000) to cover operating expenses of the meetings chargeable to the Contingent Fund, Office of the President and subject to the usual accounting and auditing regulations.
This Executive Order shall take effect immediately.
